On 2 September, MITECO opened a public consultation on a draft amendment to Royal Decree 36/2023 that would add energy-saving auctions as a complement to the Energy Saving Certificate (CAE) system. Comments may be submitted until 23 September.
The Ministry proposes commitment auctions and needs auctions. Calls would define the products and awards would use a pay-as-bid procedure. OMIE would organise the auctions and CNMC would supervise them.
The aim is to channel investment into measures with long payback periods, specific technologies or social and energy priorities. The release cites electric mobility, whole-building renovation, SMEs and housing for vulnerable residents as possible areas.
MITECO reports more than 9,400 applications since the system began, about 7,000 approved and more than 1,300 pending, linked to over 7,700 GWh of certified savings.
